Steel Tariffs Push Indiana Manufacturing Construction Costs Up 27.6% While Concrete Holds Steady

A ConstructConnect analysis of Bureau of Labor Statistics data found the producer price index for cement and concrete rose just 4.1% year over year in September, against an 11.0% jump for construction materials overall, the fastest pace since May 2022. Steel mill products rose 27.6% and aluminum mill products 25.2%, driven by 50% tariffs on steel and aluminum imports that have been in place since June 2025, while contractor bid prices rose only 5.4% and wages 5.3%, roughly half the pace of materials inflation. Indiana's data center buildout, including Amazon's New Carlisle campus, Meta's Lebanon campus, Google's Fort Wayne facility, and Microsoft's La Porte campus, is pulling an estimated 247,000 metric tons of cement demand in 2025 alone through the same regional ready-mix networks AES Indiana is already building toward under its $1.3 billion Google infrastructure deal, networks that currently sit outside the steel and aluminum tariffs. The concrete advantage is smaller than it looks on reinforced work, though. Rebar, which goes into nearly every concrete pour, is up roughly 14% year over year on the same steel tariffs even as structural steel has actually softened about 5%, which could add $270,000 to $410,000 in rebar cost alone to a 10-story concrete frame.

Impact
This is a national pricing signal with a direct Indiana angle: the state's data center supercycle, Amazon's Project Rainier in New Carlisle, Meta's Lebanon campus, Google's Fort Wayne facility, and Microsoft's La Porte campus, is pulling an estimated 247,000 metric tons of cement demand in 2025 alone through the same regional ready-mix networks that currently enjoy tariff insulation. The headline concrete advantage is also overstated on reinforced work: rebar, embedded in nearly every concrete pour, is up roughly 14% year-over-year on the same steel tariffs even as structural steel has softened about 5%, meaning a 10-story concrete frame could see $270,000-$410,000 in added rebar cost alone.
Watch
Whether Canada's 25% cement tariff (effective February 2025) starts throttling Canadian clinker imports that currently buffer Midwest cement supply during peak construction season.
For the huddle

On our concrete-heavy projects, are we pricing rebar separately from bulk cement, or are we assuming the PPI's 4.1% concrete-friendly number covers our full reinforced scope?

Concrete-heavy scopes still carry more fixed-bid room than steel-heavy ones right now, but price rebar separately since it is up roughly 14% on the same tariffs even as structural steel has softened.
