Indiana Secures Nearly $19 Million in Federal Workforce Training Grants
Governor Mike Braun announced four federal grants totaling $18.79 million on October 22: a $6.7 million Industry-Driven Skills Training Fund grant, a $3.9 million Department of Labor apprenticeship expansion grant, a $5.1 million RESTART grant for justice-involved adults 25 and older, and a $3.09 million special education teacher apprenticeship grant, with programs running through 2031. Advanced manufacturing is named as a priority sector in three of the four awards. The apprenticeship grant is performance based, meaning Indiana's next round of funding depends on how many active apprentices it logs, putting the state in competition with Michigan's 23,200 apprentices and Ohio's 26,884 for the same federal pool. A separate analysis from KITalent found Indianapolis-area advanced manufacturing employment stayed essentially flat despite $400 million in new capital investment, which points to a skills mismatch, machinists who can run 5-axis CNC equipment, cleared defense engineers, hybrid powertrain specialists, rather than a plain headcount shortage, and a 3 to 4 year apprenticeship pipeline may not line up with near-term hiring needs.
- Impact
- The SAEF grant is performance-based, meaning Indiana's next funding round is mathematically tied to how many new active apprentices it logs, and Indiana is racing Michigan (23,200 active apprentices, up 11.6% last year) and Ohio (26,884 apprentices) for that same federal pool. But a KITalent analysis found Indianapolis-area advanced manufacturing employment was essentially flat despite $400 million in capital investment, suggesting the real shortage is compositional, 5-axis CNC machinists, cleared defense engineers, hybrid powertrain specialists, not raw headcount, and a 3-4 year apprenticeship pipeline may not match near-term hiring windows.
- Watch
- Whether Local Workforce Development Boards begin standing up group-sponsorship apprenticeship vehicles under the Industry-Driven Skills Training Fund, and how many manufacturing employers sign on before the next SAEF funding measurement date.
- For the huddle
Are the skill gaps we're actually struggling to fill (specific machine operators, licensed trades) the ones these new group-sponsorship apprenticeship vehicles are designed to address, or are we assuming alignment that doesn't exist?
Check before assuming yes, Indianapolis-area advanced manufacturing employment stayed flat despite $400 million in new investment, which points to a shortage in specific skills like CNC machinists and hybrid powertrain specialists rather than overall headcount.
