ReElement Secures $46 Million for Marion Rare-Earth Refinery
ReElement Technologies announced November 5 that its Marion refinery is backed by $46 million in federal New Markets Tax Credit allocation, administered through the U.S. Treasury's CDFI Fund. That label of non-dilutive financing is doing real work: NMTC allocations typically convert to roughly 70 to 75 cents of usable capital per dollar once private investors buy into the Community Development Entity, so the actual below-market financing is closer to $32 to $35 million, not spendable cash.
The money stacks on a $25 million Department of War grant from July and supports four modular refining lines for germanium, gallium, and light and heavy rare earth elements, targeting more than 16,000 metric tons of combined annual capacity and 189 jobs, 90% of them accessible with a high school diploma. ReElement's commercial-scale germanium column came online in August, just months before China's suspension of its gallium and germanium export restrictions is set to expire November 27, the same week as this financing announcement.
- Impact
- The NMTC label of 'non-dilutive' financing is doing a lot of work: NMTC allocations typically convert to roughly 70-75 cents of usable capital per dollar once private investors buy into the Community Development Entity, meaning the $46 million likely nets ReElement something closer to $32-35 million in actual below-market financing, not spendable cash. More urgently, ReElement's commercial-scale germanium column came online in August just as China's suspension of its gallium and germanium export bans is set to expire November 27, 2026 (the same week as this announcement) putting Marion's ramp directly in the path of a live geopolitical deadline that could reset germanium pricing nationwide.
- Watch
- China's gallium/germanium export-ban suspension deadline on November 27, 2026, and whether ReElement's phase-one buildout stays on the Q1 2027 timeline flagged by the Rare Earth Directory rather than the original year-end 2026 target.
- For the huddle
If China's germanium export suspension lapses on November 27 and prices spike, do we have any materials in our supply chain (magnets, semiconductors, specialty alloys) that trace back to germanium or gallium inputs, and have we priced that risk in?
If your supply chain includes magnets, semiconductors, or specialty alloys, check whether any of those inputs trace back to germanium or gallium before the deadline, not after, since pricing could move quickly once the suspension status is known.
