ReElement Marion Supersite Air Permit: Domestic Rare Earth Production Before China's November Deadline

ReElement Technologies just received a Minor Source air permit covering all four Phase I production lines at its Marion, Indiana Supersite, a 42-acre former RCA-Thomson television factory in Grant County. This is the final non-commercial permitting hurdle before commissioning.

The detail most coverage missed is the permit classification itself. ReElement's chromatography-based separation platform, developed with Purdue University, emits below 100 tons per year of regulated pollutants. That puts it in Minor Source territory under the Clean Air Act. Every conventional rare earth refiner in the world uses acid-leach solvent extraction chemistry that requires a major-source permit, and the permitting timeline and site requirements that come with it. That classification difference gives ReElement siting flexibility that conventional refiners cannot match at comparable throughput. CEO Mark Jensen described it as "a template for future U.S. deployments."

The strategic urgency is China's germanium export ban on U.S. military end-users, which runs through the suspension window expiring November 27, 2026. The program carries a $25 million Department of Defense investment and a $150 million financing target, with a Q3 2026 germanium production target on the calendar. If you have motors, sensors, or components that use neodymium, dysprosium, or terbium magnets from non-domestic sources, that November window is not a background item, it is a live supply chain deadline.

Q

What is ReElement Technologies doing in Marion, Indiana, and why does it matter for manufacturers using rare earth components?

ReElement just received the final permit needed to commission all four Phase I production lines at its Marion Supersite, targeting germanium and rare earth oxide production before China's export-suspension deadline expires November 27, 2026. If your facility uses motors, sensors, or components with neodymium, dysprosium, or terbium magnets sourced from non-domestic suppliers, map that exposure now and assess whether ReElement's domestic production qualifies as a domestic-content alternative under your contracts, the November deadline is live.
