Indianapolis Data Center Moratorium: What the 6-0 Vote Means for Suburban Grid Capacity
The Metropolitan Development Commission voted 6-0 to ban new data center development in Indianapolis through 2027, effective immediately. Three grandfathered projects are racing toward September 16 abatement hearings. The relevant question for manufacturers is where large-load developers look next.
Boone, Hamilton, and Hendricks counties are the logical next targets given existing transmission infrastructure. That load growth lands in counties where manufacturers already compete for interconnection capacity and industrial-zoned land. Watch AEP and Duke interconnection queue filings over the next 60 days. If hyperscale load is migrating to those counties, it will show up there first.

What does the Indianapolis data center moratorium mean for manufacturers planning capital expansion in suburban Indianapolis counties?
The 6-0 moratorium through 2027 is redirecting large-load data center developers toward Boone, Hamilton, and Hendricks counties, where existing transmission makes them the logical next targets. That means manufacturers planning capital expansion in those counties should find out now whether hyperscale load growth is already affecting their utility interconnection queue, watch AEP and Duke interconnection queue filings over the next 60 days for confirmation.
