Gov. Braun Orders NIPSCO Outage Investigation Over Lake County Storm Response

Braun's directive opens Cause 46453, which will examine whether NIPSCO actually deployed the vegetation management and reliability capital it was already paid to spend, not just how fast crews responded after the storm hit. The timing is pointed: NIPSCO filed new rate applications worth roughly $88 a year per customer on the same day the storms struck, a sequencing the IURC has punished before, denying the utility's $741 million gas TDSIC plan in August for lack of cost justification. Blackstone Infrastructure Partners holds a 19.9% stake in NIPSCO, and the utility is simultaneously pursuing a new generation subsidiary to serve data centers.

Gary Mayor Eddie Melton is pushing a separate 60-90 day disconnection moratorium for northwest Indiana. Whatever the IURC decides here could set the template AES Indiana and Duke Energy Indiana face in their own next storm-response review.

For your morning huddle

Q

If our facility sits in NIPSCO territory, do our continuity plans assume a two-day outage or a two-week one, and would we survive the latter without backup generation?

Plan for the two-week scenario. NIPSCO's own August restoration took nearly two weeks in Gary and Portage, and a facility without backup generation or a documented continuity plan built around that timeline is exposed to the same length of downtime again.

Briefing note

Impact
This isn't just a storm-accountability story, it's an audit of whether NIPSCO actually deployed capital it was already paid to spend. The OUCC's petition targets vegetation management and TDSIC-funded reliability spending at the same time NIPSCO filed new rate applications (worth roughly $88/year per customer) on the day of the storm itself, a sequencing timeline the IURC previously punished when it denied NIPSCO's $741 million gas TDSIC plan in August for 'lack of justification of costs.' With Blackstone Infrastructure Partners holding a 19.9% stake in NIPSCO and the utility simultaneously pursuing a new generation subsidiary to serve data centers, the outcome of Cause 46453 could set precedent for AES Indiana and Duke Energy Indiana's own future storm-response reviews.
Watch
The IURC's handling of Cause 46453 and whether it conditions or denies NIPSCO's pending rate applications, including the tranche targeted for a Nov. 1, 2026 effective date.
