$2M Federal Grant Launches Hammond Entrepreneurship Academy, With a Quantum-Manufacturing Catch

The U.S. Department of Commerce's Minority Business Development Agency is awarding $2 million to the Roberts Impact Lab at Purdue University Northwest to launch the Entrepreneurship, Commercialization, and Innovation Academy at 5454 Hohman Ave. in downtown Hammond. The academy will run 16-week cohorts covering commercialization, customer outreach, and workforce development, with the first cohort starting next spring. The Roberts Impact Lab is also a node in the $55 million Bloch Quantum Tech Hub consortium alongside IBM, IonQ, and Infleqtion, spanning Indiana, Illinois, and Wisconsin, which makes this $2 million grant the talent on-ramp for a much larger quantum-manufacturing supply chain play. The funding itself is not settled ground: MBDA survived a 2025 attempt to dismantle it by executive order and is now facing a September 2026 pocket rescission targeting $10 million, 20% of its entire fiscal 2026 budget, plus a fiscal 2027 proposal that would zero out the agency entirely.

Impact
The bigger story sits one sentence deep in the release: the Roberts Impact Lab is also a node in the $55 million Bloch Quantum Tech Hub consortium alongside IBM, IonQ and Infleqtion, meaning this $2 million entrepreneur academy is really the talent on-ramp for a much larger quantum-manufacturing supply chain play spanning Indiana, Illinois and Wisconsin. There's real funding risk underneath it, too: MBDA survived a 2025 attempt to dismantle it by executive order and is now facing a September 2026 'pocket rescission' targeting $10 million (20% of its entire FY2026 budget) plus a FY2027 proposal to zero out the agency entirely.
Watch
Watch for the spring cohort launch date and any further MBDA litigation or rescission news that could affect the grant's stability before the first 16-week cohort completes.
For the huddle

With MBDA facing an active 20% funding rescission and a proposed zero-budget for FY2027, what's our backup plan if PNW's entrepreneurship pipeline (and the quantum-manufacturing talent flow behind it) loses federal funding mid-cohort?

If your facility is counting on PNW's academy or the broader Bloch Quantum Tech Hub talent pipeline for future hires, build a contingency now that does not depend on MBDA's fiscal 2027 budget surviving in its current form.
