China's Solar Export Controls Put Jeffersonville's HJT Cell Plant on the Clock
China's commerce and science ministries proposed adding heterojunction (HJT) and TOPCon solar cell manufacturing technologies to its export control list, citing national security, and Tesla and Canadian Solar shares both fell on the news, Canadian Solar's by more than 7%. Canadian Solar's $1 billion CS PowerTech plant in Jeffersonville, Clark County, is the only U.S. facility producing HJT cells domestically, and its Phase II build, targeting 6.3 gigawatts of capacity and roughly 1,200 jobs by the first half of 2027, depends on process tooling that could now require Chinese export licensing. China's public comment period closes Nov. 15, with a final rule possible before year end. Swift Solar, which bought Meyer Burger's HJT assets in March, is already planning a competing U.S. HJT factory, so a licensing delay in Jeffersonville hands a rival time it didn't have before.
- Impact
- CS PowerTech is currently the only U.S. manufacturer producing HJT cells domestically, giving it a real edge, but Swift Solar acquired Meyer Burger's HJT IP and manufacturing assets in March 2026 and is planning a competing gigawatt-scale U.S. HJT factory. Jeffersonville's Phase II equipment installation, targeting 6.3 GW by the first half of 2027 and tied to roughly 1,200 jobs, depends on process tooling that could now face Chinese export licensing friction, and the HJT bet was also a hedge against First Solar's TOPCon patent litigation against rivals including Canadian Solar.
- Watch
- China's public comment window on the export-control proposal closes Nov. 15, 2026, with a final rule possibly landing before year-end, which would determine whether Jeffersonville's Phase II equipment sourcing gets delayed.
- For the huddle
If Canadian Solar's Jeffersonville HJT line depends on Chinese-sourced deposition equipment now under licensing review, where in our own process do we have a single-sourced Chinese tooling dependency we haven't mapped?
Canadian Solar's Jeffersonville HJT line and Fibrosan's Cassopolis plant both show the same pattern, a domestic build that still depends on a single foreign input or a single regulatory approval, so map any process tooling, raw material, or permit dependency in your own supply chain that has no second source.
