ITAMCO's Neidig Demands Written Cost Terms Before Plymouth Annexation Proceeds
ITAMCO President Gary Neidig published an Oct. 31 letter demanding written answers on the company's pending request to annex roughly 900 acres into the City of Plymouth in Marshall County. The letter follows ITAMCO's Oct. 10 announcement of a planned Indiana Innovation Center built around advanced manufacturing, cybersecurity, and tech commercialization near its Michigan Road headquarters. Neidig is asking for written developer-cost agreements on roads and utilities, explicit property-tax-relief projections, and school-funding partnerships before the project proceeds. Plymouth Mayor Robert Listenberger and Council President Don Ecker Jr. have both endorsed the direction publicly.
ITAMCO is racing two other state-backed innovation districts for the same funding window. South Bend's Colfax Corner already holds an Innovation Development District designation worth up to $225 million in IEDC support over 30 years, and Purdue's Discovery Park District has its own head start. ITAMCO's own October announcement doesn't specify acreage costs, committed tenants, or a construction timeline, the exact gap that puts its IEDC designation at risk. The stakes are personal for ITAMCO's roughly 100 employee-owners: the company completed its transition to an ESOP in October 2024, so their equity value now depends directly on whether this innovation district delivers the promised tax base.
- Impact
- ITAMCO is effectively racing the clock against South Bend's Colfax Corner, which already holds an Innovation Development District designation worth up to $225 million in IEDC support over 30 years, and against Purdue's Discovery Park District, but unlike those projects, ITAMCO's own announcement doesn't specify acreage costs, committed tenants, or a construction timeline, the exact gap Inside Indiana Business flagged as the central risk to IEDC designation. The stakes are personal for ITAMCO's roughly 100 employee-owners: the company completed its transition to an ESOP in October 2024, meaning their equity value now rides directly on whether the innovation district delivers the promised tax base rather than leaving Plymouth residents to cover extended infrastructure costs with no state tax capture to offset them.
- Watch
- Plymouth Common Council action on the annexation and rezoning petitions, and any follow-on application for state Innovation Development District designation.
- For the huddle
If we're drawing from the same CTE and skilled-trades pipeline that Plymouth's innovation district is being built around, should we engage now on infrastructure cost-sharing terms before an IEDC designation locks in a framework we didn't help shape?
Engage now. Once a state Innovation Development District designation is in place, the cost-sharing framework for roads, utilities, and school funding will already be set, and operators who didn't help shape it will have to live with it.
