AEP and X-energy Formalize Breed Station Plan Amid a Competing CANDU Bid
AEP and X-energy signed a joint development agreement the same day to evaluate the 960-megawatt, 12-reactor project at Indiana Michigan Power's retired Breed Generating Station. AEP's chairman and CEO, Bill Fehrman, said the Amazon-backed structure covers the full project cost so existing ratepayers aren't exposed to construction risk. Hours later, AtkinsRéalis, the State of Indiana, and Hoosier Energy Rural Electric Cooperative signed a separate memorandum of understanding to study up to eight CANDU reactors, as much as 6 gigawatts, at a different retired fossil site.
Indiana now has two nuclear proposals chasing the same brownfield sites, the same workforce, and the same state attention in a single week. A 2024 University of Michigan coal-to-nuclear study ranked AEP's own Schahfer and AES Petersburg plants as better SMR candidates than Breed, which raises the question of whether proximity to I&M's existing Cook plant experience, rather than site quality, drove the choice. The CANDU option carries its own gap: it runs on a heavy-water supply chain with no U.S. production source, meaning full dependency on Canada, a detail missing from the state's framing of the deal as energy independence. Either way, a 960-megawatt Xe-100 build is really twelve sequential first-of-a-kind construction projects, and Indiana doesn't currently have the specialized reactor-construction workforce either one would require.
- Impact
- Indiana now has two competing nuclear bids chasing the same pool of brownfield coal sites, workforce, and state attention in the same week, and a 2024 University of Michigan coal-to-nuclear study ranked AEP's own R.M. Schahfer and AES Petersburg plants as better SMR brownfield candidates than Breed, raising the question of whether proximity to I&M's existing Cook plant operating experience, not site quality, drove the choice. The CANDU option also imports a heavy-water supply chain with no U.S. production source and a full dependency on Canada, a detail missing from the state's framing of the announcement as energy independence. Either way, a 960-MW Xe-100 build is really twelve sequential first-of-a-kind construction projects requiring a specialized HTGR craft workforce that doesn't currently exist in Indiana.

- For the huddle
With Indiana running two separate nuclear site competitions at once (Xe-100 at Breed vs. CANDU reactors elsewhere), do we have a read on which technology and timeline is more likely to actually deliver power we can plan around?
Neither has a confirmed cost, construction date, or in-service date yet, so treat Indiana's next big power source as still in the feasibility stage and build your own power planning on what's confirmed today, not either proposal.
