Amazon, AEP, and X-energy Weigh 960 MW Nuclear Plant in Sullivan County
Amazon, American Electric Power subsidiary Indiana Michigan Power, and X-energy signed a joint development agreement to study a 960-megawatt nuclear plant at the former Breed Generating Station site in Sullivan County. The plan calls for 12 X-energy Xe-100 reactors at roughly 80 megawatts each, with AEP owning and operating the plant if it moves forward. Field surveys began in September, but no construction timeline exists, and the deal only covers licensing, NRC and PJM approvals, and financing decisions.
The announcement frames Amazon as a power buyer, but SEC filings show Amazon holds direct equity in X-energy and structured this deal with milestone-based capital triggers, which looks a lot more like project financing than a standard power purchase agreement. That gives Amazon real leverage over go, no-go decisions that ratepayers won't see spelled out anywhere. It's also worth knowing the fuel supply chain isn't ready: X-energy's first Xe-100 project, with Dow in Texas, isn't expected to reach a final investment decision before 2028, and the TRISO fuel plant meant to supply all these reactors only got its NRC license in February 2026 and is still under construction.
- Impact
- The announcement frames Amazon as a simple power buyer, but X-energy's SEC filings show Amazon holds direct equity in X-energy and structured this deal with milestone-based capital triggers, more project-finance instrument than PPA, giving Amazon real leverage over go/no-go decisions that ratepayers won't see in the fine print. It also lands ahead of proof: X-energy's first Xe-100 project, a Dow plant in Texas, isn't expected to reach final investment decision before 2028, and the TRISO fuel plant meant to supply all these reactors in Oak Ridge, Tennessee only got its NRC license in February 2026 and is still under construction, meaning Indiana's 12-reactor fuel demand is chasing a supply chain that doesn't exist yet at scale.
- Watch
- AEP's PJM interconnection filing and NRC licensing progress, plus any sign of a final investment decision timeline following the Texas Dow plant's 2028 FID target.
- For the huddle
If our power costs or reliability plans assume new baseload nuclear capacity in southwestern Indiana, are we underwriting a technology that hasn't proven itself commercially anywhere yet?
Purdue's Google partnership lost its architect to Northwestern mid-contract, and the NWS Crane reactor still has to prove a commercial vendor can site and operate outside the NRC process. Treat both as developments worth watching, not commitments to build your own plans around yet.
