Gov. Braun's Power Up Indiana Workforce Push Faces a Funding and Timing Gap

At the Oct. 14-15 Indiana Workforce Summit in Indianapolis, Governor Braun and new IEDC President Mitch Frazier touted Power Up Indiana, which they say has engaged more than 30,000 Hoosier employers, alongside Secretary of Commerce Chuck Goodrich and the READI initiative. The programs get pitched as the talent pipeline behind investments like SK hynix's semiconductor project.

The numbers underneath are tighter than the pitch. Power Up's initial legislative appropriation was $10 million, enough to cover roughly 2,000 employees at the program's $5,000-per-head cap, against a 3.5 million-person state workforce. Its rule requiring a 25% wage increase upon completion likely biases participation toward large employers like Gaylor Electric, Evonik, and Cook Group, who can absorb that wage step, while tighter-margin mid-size fabricators self-select out. SK hynix's $4 billion West Lafayette HBM fab needs roughly 1,000 technicians when its cleanroom targets Q4 2028, but building semiconductor-grade curriculum takes 18 to 24 months, meaning programs announced at this summit will barely produce graduates before that ramp begins.

Impact
Power Up's initial legislative appropriation was only $10 million: enough to cover roughly 2,000 employees at the program's $5,000-per-head cap, a rounding error against Indiana's 3.5 million-person workforce, and its rule requiring a 25% wage increase upon completion likely biases participation toward large employers like Gaylor Electric, Evonik, and Cook Group that can absorb that wage step, while tighter-margin small and mid-size fabricators self-select out. The timing gap is real too: SK hynix's $4 billion West Lafayette HBM fab needs roughly 1,000 technicians when its cleanroom targets Q4 2028, but building semiconductor-grade curriculum takes 18-24 months, meaning programs announced at this summit will barely produce graduates before that ramp begins.

For the huddle

Can our shop's margins actually absorb Power Up's 25% wage-step requirement to access the state match, or are we exactly the kind of mid-size fabricator this program's design excludes?

Power Up Indiana requires a 25% wage increase upon training completion to qualify for the $5,000-per-employee match, a step larger employers like Gaylor Electric and Cook Group can absorb more easily than tighter-margin mid-size fabricators, so check your own margin structure against that requirement before you count on the program.
