INCAP Apprenticeships: Set Hard Completion Benchmarks Before You Commit

Indiana is launching its first Indiana Career Apprenticeship Programs this fall (INCAP) placing high schoolers in paid two- and three-year apprenticeships in advanced manufacturing and logistics, operated by Conexus Indiana.

The number that matters more than the launch announcement: the closest available Indiana analog (Cook Medical's employer-sponsored Achieve Your Degree partnership at Ivy Tech) produced credential completions for 127 out of more than 500 enrollees since 2016. That is a 13.8 percent credential completion rate.

INCAP is structured differently, it is a paid high-school pathway, not a tuition-assistance program for existing adult workers. But it is the nearest completion-rate data point Indiana has, and it should set your expectations conservatively.

There is a second structural gap: the Indiana Qualifications Framework's consistency check organization (the mechanism that allows INCAP credentials to transfer to Purdue, IU, and Ball State) has not yet been selected through its RFP process. Students entering apprenticeships this fall are doing so before the system that validates portability of their credentials is fully operational.

Ivy Tech projects Indiana must upskill 82,000 workers annually through 2035 in advanced manufacturing alone. INCAP's target of 50,000 students by 2034 covers roughly 60 percent of a single year's gap. Even full program success leaves a structural shortfall.

Before you commit training resources, set your own completion and retention benchmarks. And watch for the IQF's RFP selection, that is the gating event that determines whether this pathway has a confirmed college on-ramp at all.
