DataOne Frankfort: What 475 MW Means for IMPA Ratepayers in Clinton County
DataOne is asking Frankfort officials to approve a $7.5 billion AI factory campus in Clinton County that would draw 475 megawatts of power through IMPA, the Indiana Municipal Power Agency. Even with 475 MW of stated behind-the-meter generation, the interconnection standby service, backup capacity obligations, and IMPA's PJM capacity exposure could still land on existing ratepayers. A prior stop-work order in Vineland, New Jersey is on record in the company's history, and withdrawn applications have already been flagged in the Aterio database.
The specific question Frankfort officials should be asked at the September 21st and 22nd open houses: how are standby service, backup capacity obligations, and IMPA's PJM capacity costs being allocated between DataOne and current IMPA ratepayers, and what rate protection exists for existing industrial customers if DataOne's load projection falls short?
For your morning huddle
- Q
We are not in Frankfort, so why does the DataOne IMPA proposal matter to us?
If you are an IMPA member utility customer anywhere in Indiana, large load additions reshape IMPA's PJM capacity obligations and cost structure. Standby service and backup capacity costs from a 475 MW customer can be socialized across the IMPA membership if the load-service agreement does not ring-fence them. Follow the September 21st and 22nd open house outcomes even if you are not in Clinton County.
